May 7, 2020 - Santa Rosa, CA – After a year of serving as Interim Senior Director, Capital Projects at Santa Rosa Junior College (SRJC), Serafin Fernandez has been selected as the permanent replacement for this position, beginning May 18, 2020.
Serafin worked as a Measure H project manager at SRJC for nearly three years before stepping into the interim role, providing him a high level of familiarity with the projects that are currently underway. He has administered the Burbank Auditorium renovation, multiple sustainability projects and preparations for the Lindley Center for STEM Education.|
A graduate of Purdue University with a Bachelor of Science in construction, engineering, and management, Serafin has over 26 years of experience in construction and program management for schools, colleges, and other major public works projects. He began his career modernizing public schools in Chicago. In 1999 he was recruited by Harris & Associates to guide the Los Angeles Unified School District bond program, the most extensive school construction effort in the country at over 20 billion dollars to date.
Serafin later worked for the Los Angeles Community College District as a project manager overseeing the design and construction of a new satellite campus, a project that achieved Silver LEED status. This project also included the restoration of a historical California iconic heritage building.
Serafin, a Santa Rosa resident, now has over 21 years of experience in California public school project management, including community outreach, site selection, procurement, development, environmental clearance, design, construction, and occupancy. He maintains strong relationships with California state agencies overseeing the various required approvals for the design and construction of public schools. He has also successfully served as a school bond director and has substantial experience with shared governance, Citizens' Bond Oversight Committee (CBOC) management, and collaboration with boards of trustees.
