October 13, 2026
Dear SRJC Community,
We received confirmation of immigration enforcement (U.S. Immigration and Customs Enforcement – ICE) activity in Sonoma County, specifically in Santa Rosa and Forestville. While no activity has occurred at any SRJC sites, I want to remind our community of our protocols and procedures and reaffirm our commitment to supporting our students, faculty, staff, and community members.
Protocols and Procedures
To ensure preparedness, please review SRJC’s protocols and procedures should immigration officials arrive on campus or any District site:
- Immediate Notification: If you are notified or observe immigration officials on any District site, notify the Office of the President immediately at 707-527-4431 or via email at president@santarosa.edu.
- Site-Specific Support Contacts: For immediate assistance, contact the following representatives for each site:
- Santa Rosa Campus – Office of the Vice President of Finance and Administrative Services, Kate Jolley (kjolley@santarosa.edu, 707-527-4413) between October 13, 2026-October 27, 2026. Beginning on October 28, 2026, please contact the Office of the Vice President of Student Services, Dr. Molly Senecal (msenecal@santarosa.edu, 707-524-1647)
- Petaluma Campus – Office of the Executive Dean, Dr. Matthew Long (mlong@santarosa.edu, 707-778-3930)

- Do Not Engage: SRJC employees, including District Police, are not authorized to communicate with immigration officials, and you do not have to grant them access to nonpublic areas of the District. Instead:
- Provide the SRJC Immigration Information flyer and direct them to the Office of the President on the Santa Rosa campus.
- The Office of the President will:
- Ensure a warrant is signed by a judge and contains all other required information
- Keep a record of investigations
- Call the Sonoma/Napa Rapid Response Network Hotline
- Ensure appropriate communications are sent to students and SRJC employees
- Respect Student Privacy: SRJC employees will not ask about a student’s immigration status except when required by law.
Resources & Training
This may be a stressful time for members of our community, especially those with mixed-status family compositions. I encourage you to utilize the supportive resources and training available to you in times of need:
- Student Mental Health Services: In-person and walk-in appointments available. Learn more at Student Health Services
- Undocu-Immigrant-Dream Center: Provides free legal services and resources for undocumented students
- 988: For individuals experiencing a mental health crisis and needing to communicate with someone, please dial or text 988 to speak with a crisis counselor in English or Spanish for free.
- Employee Assistance Program (EAP): Employees can also access support through EAP by entering “SISC” as the company name.
I recognize the fear that some in our community are experiencing is informed by the countless examples of ICE activities throughout the country. Students should know we are aware and have their safety and privacy at the forefront. The presence of immigration officials in our community can be alarming, but it does not have to hold power over our community.
We must remain vigilant, calm, and prepared to uphold the safety, dignity, and rights of every member of our community. Our mission is to ensure students can continue their learning while maintaining an accessible, open, welcoming, and sustainable environment for our students, employees, and community.
Thank you for your commitment to students, the community, and to SRJC’s mission and values.
In community,
Dr. Garcia
Angélica Garcia, Ed.D.
